Goals of epures Epures has been created in 1967 by the state and the local authorities of the urban area of Saint-Etienne. Epures is a non profit organisation funding by public subsidies. The aims pursued are to bring a capacity of expertise in order to design policies and projects which enable local development and respect sustainable development objectives (environmental preservation, social cohesion, public participation).
